Provided in an embodiment of the present invention are a configuration method and device, the method comprising: a UE transmits a first request message to a base station of a current visited area network, so that the base station forwards the first request message to a V-MME; receiving a first response message transmitted by the base station, the first response message being transmitted to the base station by the V-MME, and indicating that the ProSe communication of the UE in the current visited area network is activated; and receiving a configuration message transmitted by an H-PDCF network element, the configuration message comprising a configuration parameter allocated by the H-PDCF network element for a ProSe application used by the UE in the current visited area network and a home network, thus avoiding information leakage, and protecting the privacy and business secrets of a carrier of the home network. |
