A multi-layer video decoding method is provided. The multi-layer video decoding method comprises the steps of: acquiring, from a bit stream, dependency information indicating whether or not a first layer refers to a second layer; if the dependency information indicates that the first layer refers to the second layer, acquiring a reference picture set of the first layer on the basis of whether or not pattern information of the first layer is the same as pattern information of the second layer; and decoding encoded data of the present image included in the first layer on the basis of the reference picture set.
