In this process, the user equipment forwards information sent to an AP by the UE through a cellular network without needing to select a random retraction time, and reduces the probability of a collision occurring in the uplink transmission in a WLAN by reducing the uplink information transmission in the WLAN, thereby improving the quality of service.
