PROBLEM TO BE SOLVED: To grasp data volume transmitted to user equipment for each bearer and for each carrier in a mobile communication system which transmits data of a bearer from a base station to user equipment by using a plurality of carriers.SOLUTION: A base station in a mobile communication system comprises: a data transmission volume measurement section which measures data transmission volume of downlink data transmitted from the base station to user equipment for each bearer that transmits the data and for each carrier that transmits the bearer data; and a data transmission volume report control section which receives a data transmission volume report request message specifying a bearer and a carrier from a data transmission volume control device in the mobile communication system, creates a data transmission volume report message including data transmission volume corresponding to the bearer and the carrier specified by the data transmission volume report request message and transmits the data transmission volume report message to the data transmission volume control device.
