The second calculating unit calculates a difference between the target thickness and the thickness of ink for each pixel. The first generating unit generates complementary data, in which an ejection amount of an additional droplet to realize a thickness corresponding to the difference is defined for each pixel. The second generating unit generates print data containing the image data and the complementary data.
