Systems and methods for modifying the environment of target cell using genetically altered chondrocytes are provided. The genetically engineered chondrocytes can be used to express a therapeutic agent in a subject, including in an environment typically associated with chondrocytes and in an environment not typically associated with chondrocytes.

1. A method for modifying an environment of a target cell associated with a disorder using a genetically altered chondrocyte, comprising:
fully enclosing a genetically altered chondrocyte altered to express a therapeutic agent within one or more discrete semi-permeable containers, each having at least one chamber, the containers configured to retain the genetically altered chondrocyte while allowing passage of the therapeutic agent; and delivering the one or more containers to the environment of a target cell associated with a disorder; wherein the therapeutic agent is expressed and released from the one or more containers.
