PROBLEM TO BE SOLVED: To provide a light control element with a high transmittance in a transparent state and superior in switching speed and a gas chromic light control glass using the same.SOLUTION: The light control element has at least two thin layers of a tungsten oxide layer formed over a base plate and a catalyst layer. The catalyst layer is formed of a light control thin film material containing silicon dioxide and palladium particles dispersed in the silicon dioxide in which the particle size of the palladium particles is 1-10 nm; and at least a part of the palladium particles protrudes out of the surface of the silicon dioxide thin film.
