According to the present invention, provided is an apparatus for producing molten steel, which comprises: an electric furnace; a gas supply unit coupled to the electric furnace, and forming slag foam by blowing carbon and oxygen inside the electric furnace; and a vibration measurement unit coupled to the electric furnace, and capable of measuring intensity of vibration of the electric furnace so as to predict a height of the slag foam formed by the gas supply unit.
