PROBLEM TO BE SOLVED: To provide a liquid ejection head capable of satisfying both a reduction in size and improvement of an excluded volume, and further to provide a liquid ejection device. ! SOLUTION: Each piezoelectric element 19 is formed by sequentially laminating a lower electrode film 27, a piezoelectric layer 28 and an upper electrode film 29 from a side closer to a displacement section with respect to the displacement section sealing a part of a pressure chamber space serving as a pressure chamber and partitioning the pressure chamber. The lower electrode film 27 is individually provided for each pressure chamber. On the other hand, the upper electrode film 29 is commonly provided to each piezoelectric element 19 in a state of coverage of the lower electrode film 27 and the piezoelectric layer 28.
