The present invention provides a wireless communication terminal that, in a wireless communication system in which a handover structure is not provided and a state of availability of a wireless resource is not reported by a base station, flexibly selects a base station according to communication quality and load status, and allows the communication quality experienced by a user to be improved. In the terminal, a baseband signal processing unit (23) calculates communication quality items such as reception power, CINR, etc., for a connectable base station, and a MAC information processing unit (24) intercepts resource allocation information and polling information from the base station and retrieves the average available resource amount as the resource usage state of a cell; a base-station selection unit (26) calculates a first index value obtained by multiplying the encoding ratio according to communication quality and the average available resource amount, and selects a base station having the largest first index value; and a main control unit (25) performs a control for establishing a connection to the selected base station. |
