PROBLEM TO BE SOLVED: To prevent visibility of content from deteriorating.SOLUTION: A distribution device includes a distribution part. The distribution part distributes control information and first content to a terminal device. The control information makes the terminal device execute: a display procedure for displaying the first content and second content by superposition of them; a detection procedure for detecting movement operation for moving the first content displayed by the display procedure; and a change procedure for changing a display mode of the second content when the movement operation is detected by the detection procedure.
