PROBLEM TO BE SOLVED: To provide "a map display device, a map display method thereof, a map display program, further, a map data generation device, a map data generation method thereof and a map data generation program" for eliminating trouble in manually generating a sea polygon in a regional portion where data are not prepared, and for preventing deterioration in the look of a map. ! SOLUTION: The map display device prepares a background layer of first map data including first sea polygon data representing at least a region of the sea, and a background layer of second map data including second map data which are second map data being different from the first map data and representing a region of the sea narrower than the first map data. The background layer of the first map data are plotted and the background layer of the second map data are plotted while overlapped thereon, such that one map (MP) is plotted and displayed. !
