PROBLEM TO BE SOLVED: To provide a frame thinning-out device for suppressing judder by improving transmission efficiency of a predetermined video image such as a high frame rate video image, a frame interpolation device, a video encoding device, a video decoding device and a program therefor.SOLUTION: A frame thinning-out device 1 divides a predetermined video image into a main video image and a sub video image, determines one motion vector while using the sub video image regarding a plurality of motion vector candidates predicted by referring to a frame of the main video image, and outputs an index of the determined motion vector as side information together with the main video image. A frame interpolation device 5 includes the same motion vector prediction processing as the frame thinning-out device 1, generates a restored sub video image while using one motion vector selected by referring to the side information, and restores the predetermined video image by combining the restored sub video image with the main video image. A video encoding device 10 includes a function of the frame thinning-out device 1, and a video decoding device 50 includes a function of the frame interpolation device 5. |
