<p><P>PROBLEM TO BE SOLVED: To resolve a problem with transient tracking-based speed control devices where velocity errors generated by control delay during acceleration and deceleration operation cause deteriorated accuracy in assessing acceleration and deceleration in fuel-efficiency exhaust-gas test etc. <P>SOLUTION: A minor loop is provided with difference signal control between a velocity command and a detected velocity signal while a major loop is provided with a function to match a position by comparing the difference between a distance obtained by integrating the velocity command (position command) and a detection distance signal with a proportional gain.
