Provided is an automatic control system to off-load a liquid cargo. The automatic control system to off-load a liquid cargo comprises: a plurality of storage tanks to store a liquid cargo; a water level control device respectively installed in the storage tanks and controlling the water level in the liquid cargo; a flow rate control device which measures a flow rate of the liquid cargo transferred to the outside through an off-loading arm, controlling a transfer speed of the liquid cargo; and a calculation control device which receives control information respectively from the water level control device and the flow rate control device, controlling loading and unloading of the liquid cargo and the level of water of the same.
