A planar heating element 11 has an electrical insulating substrate 12, at least one pair of electrodes 14 that includes thin metal wires covered with conductive cover layers and that is placed on a surface of the electrical insulating substrate 12, a polymer resistor 13 that is placed on the electrical insulating substrate 12 and that is supplied with electricity from the electrodes 14, and electrical insulating cover material 16 that covers the electrodes 14 and the polymer resistor 13 and that is made to adhere to the electrical insulating substrate 12 by hot melt 15, and sectional shape of the conductive cover layers 14b is of an ellipse in general with long axis parallel to the surface of the electrical insulating substrate 12.
