<p>PROBLEM TO BE SOLVED: To avoid the occurrence of a state that a terminal cannot receive a mobile phone service when terminals which exceed the number of possible waiting terminals or the number of communicable terminals exist in a base station.SOLUTION: Before an excess of the number of possible waiting terminals or the number of communicable terminals at the base station, the base station issues, to the waiting terminals, step-by-step instructions to redirect to a surrounding base station. At that time, in order to influence communication quality less, the base station selects a terminal which relatively does not use a service at the self-base station, instead of a user frequently receiving the service, to preferentially cause the redirection.</p> |
