PROBLEM TO BE SOLVED: To provide a circuit device and electronic equipment capable of achieving the stable operation of soft start for reducing rush currents during start-up of a regulator.SOLUTION: A circuit device includes: a switching regulator 10 for performing a switching regulate operation to generate a first power supply voltage VDD1 on the basis of a clock signal CLK; a regulator 50 for stepping down the first power supply voltage VDD1 to generate a second power supply voltage VDD2 of a constant voltage, and for outputting the second power supply voltage VDD2 to an output node NB1; and a soft start circuit 80 having a counter 90 which performs a count operation on the basis of the clock signal CLK, for performing a soft start operation during start-up of the regulator 50 on the basis of the count value of the counter 90.
