<p>A non-uniform signal constellation for a next generation broadcasting system is provided. According to the present invention, a non-uniform signal constellation can be used in all systems requiring a signal constellation, although the non-uniform signal constellation is designed to target the next generation broadcast standard of ATSC 3.0.</p>
