In a network environment for a locally-routed mode based device-to-device (D2D) communication, when a base station receives a locally-routing barrier setup request message including a local barrier related information, it generates the local barrier and maps a D2D wireless barrier for terminals for D2D communication to the generated local barrier. And, it generates a D2D session management request and a radio resource control (RRC) connection reconfiguration message including the generated D2D wireless barrier related information, transmits it to terminals for D2D communication, and requires RRC connection reconfiguration.
