PROBLEM TO BE SOLVED: To enable a user to efficiently perform work of grasping the state of change in commodities together with the behavior of persons.SOLUTION: A monitoring device creates and outputs an output video in which image areas of persons in a video capturing a monitoring area are changed to mask images, and includes: a person image analysis unit 32 having a person detection unit 37 that acquires area information on each of the persons, and an attribute determination unit 38 that determines the attribute of each of the persons; a background analysis unit 91 that acquires article change information on the state of change in articles in an image area of a background in the captured video; a mask image setting unit 35 that sets a mask image for each of the attributes; and a video output control unit 34 that changes the image area for each of the persons to the mask image for each of the attributes on the basis of the area information and attribute for each of the persons and creates and outputs an output video in which the state of change in the articles in the image area of the background is displayed in an identifiable manner on the basis of the article change information.
