The communication terminal 4 is provided with: energy consumption acquisition means 41 acquiring energy consumption C transmitted by energy consumption measuring equipment 2; heating and lighting expenses unit price information acquisition means 42 which acquires from the heating and lighting expenses unit price providing means 51 heating and lighting expenses unit price information Pi; heating and lighting expenses to be settled calculating means which calculates heating and lighting expenses to be settled on the basis of the energy consumption C and the heating and lighting expenses unit price information Pi; and highly accurate heating and lighting expenses unit price calculating means 44 which calculates a value after dividing the heating and lighting expenses to be settled by the acquired energy consumption C as highly accurate heating and lighting expenses unit price.
