The anode gas supply part 20 comprises a hydrogen supply pipe 26, an injector 25, and a downstream pressure measurement part 24d provided on a downstream side of the injector 25. The control part 60 forecasts a target flow rate arrival timing for outflow of a desired amount of reaction gas from the injector 25 based on a measurement value of the downstream pressure measurement part 24d that increased with hydrogen injection from the injector 25 and opens the injector 25 according to the target flow rate arrival timing.
