A sensor status control means 20 controls a status of sensor devices 61 and 62. A target trajectory prediction means 30 predicts a future target position based on the target status. A sensor allocation and orientation change calculation means 40 calculates a sensor allocation schedule and an orientation change schedule by searching for a network route based on the sensor status and the future target position. A sensor control device 50 instructs to track the target and change an orientation based on the sensor status, the future target position, the sensor allocation schedule, and the sensor orientation change schedule.
