PROBLEM TO BE SOLVED: To notify a movement-destination base station whether or not to preferentially deal with the terminal by the movement-destination base station when a terminal moves from a movement-source base station to the movement-destination base station.SOLUTION: The movement-source base station of a radio communication system comprising the mobile station; the movement-source base station which the mobile station connects with before movement, and the movement-destination base station which the mobile station connects with after the movement comprises: communication means for communication with the mobile station; and transmission means for transmitting to the movement-destination base station a HANDOVER REQUEST message including CSG Membership Status information indicating whether or not the mobile station is a member of a predetermined CSG (Closed Subscriber Group).
