PROBLEM TO BE SOLVED: To suppress reduction in performance of a whole system in a radio communication system in which a small cell using a non-licence band is arranged.SOLUTION: A user terminal (20) performing communication using a macro cell and a small cell in a radio communication system in which the small call using a non-licence band is arranged so as to be geographically overlapped with the macro cell using a licence band, includes: an identifier acquisition unit (211) using a downlink signal transmitted from one of a macro base station (11) forming at least the macro cell and a small base station (12) forming the small cell to acquire an identifier configured based on a first identifier and a second identifier as a predetermined sequence used for identifying a cell; a generation unit (213) using the identifier to generate an uplink signal; and a transmission unit (203) transmitting the uplink signal to the small base station.
