The present invention provides a method and an apparatus for controlling signal contact between a user equipment and a cell, where the method includes: receiving a measurement reporting event sent by the user equipment, and recording an extended active set according to the measurement reporting event, where the extended active set is used to store a correspondence between the user equipment and the cell, and the cell is a cell that is detected by the user equipment but has not been added to an active set of the user equipment; and controlling signal contact between the user equipment and the cell according to the extended active set. The present invention implements control of signal contact between a user equipment and a cell before the cell is added to an active set of the user equipment.
