Following the first time period, second downlink data is received at a second downlink rate that is higher than the first downlink rate. |

1. A method of operating a wireless communication device, comprising:
detecting a first event associated with an initiation of an operation on the wireless communication device, where the operation prevents the wireless communication device from being able to service a current downlink rate; delaying the initiation of the operation by at least enabling a software interlock; and when the first event is detected:
transmitting a first flow control message after receiving an uplink grant to initiate a reduction in the current downlink rate;receiving an acknowledgement of the first flow control message; andbased at least in part on the receiving of the acknowledgement, initiating the operation by at least disabling the software interlock. |
