A device material for a hole injection transport layer, comprising: a transition metal-containing nanoparticle or nanocluster which contains a transition metal oxide and a fluorine-containing organic compound attached to the surface of the transition metal-containing nanoparticle or nanocluster by a protective agent in which a linking group which functions to link to the transition metal oxide is contained at the terminal end of a fluorine-containing organic compound; wherein at least one kind of metal selected from the group consisting of molybdenum and vanadium is contained as the transition metal in the transition metal oxide contained in the transition metal-containing nanoparticle or nanocluster; and wherein the linking group is one or more kinds selected from the group consisting of ammonium salt and functional groups represented by the following formulae (1a) to (1l) and (1-n):wherein Z1, Z2 and Z3 are each independently a halogen atom or alkoxy group.
