The embodiment of the present invention provides an apparatus, method and system for cell selection, relating to the field of communications and enable normal communication of terminal device. The method comprises: measuring a communication parameter value of a received signal of a first cell; judging whether the communication parameter value is greater than a first threshold; obtaining a second threshold if the communication parameter value is less than or equal to the first threshold; judging whether the communication parameter value is greater than the second threshold; and setting the first cell as a serving cell for the terminal device if the communication parameter value is greater than the second threshold. The apparatus, method and system for cell selection provided in the embodiment of the present invention are applied to selecting cells.
