The present invention relates to a pharmaceutical composition or a health functional food used in preventing or treating skin aging and inflammatory disease. Ginsenoside Rg5 or Rh4 is included as an active ingredient, and genetic activities of one or more selected from the group consisting of FGF2 (fibroblast growth factor-2), TLR4 (toll-like receptor 4), and SPP1 (secreted phosphoprotein 1) can be improved in keratinocyte of skin. Accordingly, the composition can be usefully used in preventing or treating skin aging and inflammatory diseases.
