PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor that suppresses a variation in electrical characteristics even after a long-term repeated use, and a process cartridge and an electrophotographic device having the electrophotographic photoreceptor.SOLUTION: An undercoat layer of an electrophotographic photoreceptor contains a polymer of an electron transport material having a polymerizable functional group and a composition including a crosslinking agent, and metal oxide particles; and in the composition, the mass ratio of the electron transport material to the metal oxide particles is 0.5 or more.
