PROBLEM TO BE SOLVED: To provide a communication device and a communication system that can suppress a communication fault such as congestion or the like and enhance the video quality by effectively using the transmission capacity of a transmission channel when plural shared devices transmit video signals simultaneously.SOLUTION: When only a shared device 1a transmits a video signal to a dwelling unit terminal 2, a controller 30 of a communication control device 3 sets the bit rate of the video signal to be transmitted by the shared device 1a to 1024kbps which is higher than the average bit rate 512kbps. When the controller 30 determines that the processing of transmitting a video signal from a shared device 1b to a dwelling unit terminal 2b is started during the communication connection between the shared device 1a and the dwelling unit terminal 2a, the controller 30 reduces the bit rate of the video signal to be transmitted by the shared device 1a from 1024kbps to 768kbps.
