A controller (10) is provided with an acquiring section (12), a calculating section (13), and a determining section (14). The acquiring section (12) acquires information on outdoor temperature (OT), indoor temperature (IT), and set temperature (SP) of an air conditioner (2). The calculating section (13) calculates an air conditioner consumed power reduction amount and a ventilation apparatus consumed power amount which is consumed by the ventilation apparatus (3) in a case where outdoor air cooling or outdoor air heating is performed. The determining section (14) determines that outdoor air cooling or outdoor air heating is to be performed when the air conditioner consumed power reduction amount is greater than the ventilation apparatus consumed power amount in a case where the outdoor temperature (OT), the indoor temperature (IT), and the set temperature (SP) satisfy predetermined conditions. |
