The present invention relates to a plasma reacting device for treating an exhaust gas for reducing a non-plasma area and an exhaust gas desulfurizing and denitrifying device, wherein the plasma reacting device comprises: a plasma reaction chamber having a plasma formed therein to remove harmful material included in an exhaust gas; a plurality of first electrode units formed to be spaced apart at regular intervals in the plasma reaction chamber; a coupling member for coupling the first electrode units while the first electrode units are spaced apart so as to fix the first electrode units; and an insulation unit formed between the coupling member and the plasma reaction chamber, and insulating the coupling member from the plasma reaction chamber. According to the present invention, a non-plasma area is prevented from being formed in an area where an exhaust gas passes, thereby increasing a size of a treatment area for removing harmful material from the exhaust gas and improving a treatment efficiency for the harmful material included in the exhaust gas.
