PROBLEM TO BE SOLVED: To provide a technique for reducing a time to start speech communication among communication terminals.SOLUTION: In a relay device 30, a control signal processing unit 31 determines the type of a voice codec used by one communication terminal, on the basis of predetermined information included in control information transmitted to the one communication terminal among a plurality of communication terminals performing speech communication, whereas determines the type of a voice codec used by another communication terminal on the basis of other information. This enables reduction of the time to the start of speech communication among the communication terminals.
