Embodiments of the present invention provide a cell reselection method, a user equipment, and a network device. The method comprises: a UE receiving reselection information delivered by a network device, the reselection information comprising a neighboring cell list of a serving cell serving the UE, a measurement identification of at least one to-be-measured inter-frequency neighboring cell, and absolute-priority information of at least one frequency channel number; the UE performing long-cycle measurement of the at least one to-be-measured inter-frequency neighboring cell according to the measurement identification of the to-be-measured inter-frequency neighboring cell and the absolute-priority information of the at least one frequency channel number; and the UE performing cell reselection according to a result of the long-cycle measurement of the at least one to-be-measured inter-frequency neighboring cell and a specified reselection rule. In the method, no matter whether an inter-frequency neighboring cell has an absolute priority and no matter how the priority is high or low, as long as reselection information comprises a measurement identification, a UE performs inter-frequency measurement of a to-be-measured inter-frequency neighboring cell, so that it can be ensured that the UE can find the inter-frequency neighboring cell in time and reselects the inter-frequency neighboring cell.
