One embodiment of the present invention relates to a data billing system which stores the payload of an IP packet every time the IP packet is received and compares the payload of a retransmission packet with the stored payload to identify an attack packet when the retransmission packet retransmitted by a TCP is received such that a malicious attack, by which an attacker desires to freely use data to be transmitted through a mobile communication network by inserting an attack packet into the payload of a retransmission packet and transmitting the retransmission packet, is prevented.
