PROBLEM TO BE SOLVED: To provide a transparent fluorescent substance that can be molded into any shapes as a transparent fluorescent light-emitting material, and a production method of the substance.SOLUTION: The transparent fluorescent substance is a transparent molded body comprising an aluminum oxide phosphor and a transparent curable resin. The aluminum oxide phosphor preferably contains an amorphous aluminum oxide phosphor powder. The aluminum oxide phosphor is preferably produced by a method including steps of: preparing a source solution by mixing an aluminum salt and a solvent; heat treating the source solution to remove the solvent and to obtain an amorphous calcined powder; and heating the calcined powder in an atmospheric environment or an oxygen environment to obtain an amorphous aluminum oxide phosphor powder.
