PROBLEM TO BE SOLVED: To provide a technology of managing resources so as to efficiently process a task request.SOLUTION: A resource management apparatus (100) includes: a resource information acquisition section (101) which acquires resource information including information on a resource position regarding a resource as a migration unit; a request acquisition section (102) which acquires a task request including information on a designated position and the amount of required resources; a cost determination section (103) which determines migration cost for the resource to move to the designated position in the tast request; an estimated quantity acquisition section (104) which acquires the estimated number of acceptances indicating an estimated value of the amount of resources which accept the task request; and a selection section (105) which selects at least one resource which satisfies the amount of required resources in the task request, as a resource to be allocated to the task request, by use of the migration cost and the estimated number of acceptances.
