PROBLEM TO BE SOLVED: To improve throughput and accept utilization forms of various radio communication systems when TDD (Time Division Duplex) is used in an environment of a downlink-oriented data traffic.SOLUTION: A user terminal which performs radio communication with a TDD cell comprises: a transmission and reception part for performing transmission and reception of a signal by using an UL/DL (UpLink/DownLink) configuration which includes a special sub-frame composed of a downlink time interval, a guard period and an uplink time interval and DL transmission is performed in all of the sub-frames; and a control part for controlling assignment of an uplink signal by setting the uplink time interval which composes the special sub-frame to at least 3 symbols and over.
