PROBLEM TO BE SOLVED: To stably obtain a composite material achieving both of the low dielectric constant and the high elastic modulus.SOLUTION: There are disclosed: a surface-coated porous ceramic particle which includes a porous ceramic particle, and a coating film covering the surface of the porous ceramic particle and having holes not penetrating to the surface of the porous ceramic particle; as well as a surface-coated porous ceramic particle which includes a porous ceramic particle containing air inside and a coating film covering the surface of the porous ceramic particle and having holes not penetrating to the surface of the porous ceramic particle; and an insulation material consisting of a composite material of the surface-coated porous ceramic particle and a resin.
