The present invention relates to a payment system using position data and time data and a method for controlling the same. The payment system using position data and time data comprises: a user terminal device which sends a request of payment possibility confirmation including current position data when a user selects a payment request, and blocks or sends the payment request by receiving the result of confirmation thereof; a payment service device which sends a request of payment possibility confirmation including current position data when a payment request is received from the user terminal device and blocks or sends the payment request by receiving the result of confirmation thereof; and a PT(POI&Time) managing device which receives and stores user terminal data, payment available region and payment available time of the user terminal, confirms whether a payment is available by comparing the current position data of the user terminal device and the current time with the registered payment available region and payment available time when receiving the payment possibility confirmation request from the user terminal device or the payment service device, and sends the confirmation result to at least one of the user terminal device or the payment service device. According to the present invention, current position data of a mobile communications terminal and whether a payment is made can be determined when a payment request is received form a mobile communications terminal of corresponding user by storing payment available position data and time data preset by the user, thereby improving the level of security for a mobile payment.
