Provided is a light emitting device-use substrate that has high reflectivity, high heat-dissipating properties, withstand voltage properties, and long term stability including heat resistance and light resistance, and that further excels in productivity. A light emitting device-use substrate (20) comprises: a first insulation layer (11) that is formed on one surface of a metal base (2) and that has thermal conductivity; a wiring pattern (3) formed on the first insulation layer (11); and a second insulation layer (12) that is formed above the first insulation layer (11) and on a portion of the wiring pattern (3) so that a portion of the wiring pattern (3) is exposed, and that has light reflecting properties. The first insulation layer (11) consists of ceramics formed by thermal spraying.
