Disclosed are various embodiments relating to a touch panel and a manufacturing method thereof. According to an embodiment, a touch panel comprises a window substrate; a first conductive layer formed on the window substrate; a metal electrode layer formed on an upper surface of the first conductive layer, and forming a primary pattern; and a second conductive layer formed on upper surface of the first conductive layer and the metal electrode layer, forming a secondary pattern, and formed to surround the metal electrode layer.
