The thermal treatment plant (1) has a loading station (10) for loading the road construction material or oil sludge (11). A rotary kiln (13) burns the road construction material or oil sludge while supplying air for oxidation, and supplies the flue gases to a dust separator (16). A post-combustion unit (20) receives the flue gases from the dust separator and supplies to a filter unit (24). The components with specific weight and dimension, are separated according to the road transport such as low loader or truck.
