The present invention relates to an aqueous paving binder composition comprising a synthetic resin emulsion comprising a water-soluble or water-dispersible polyester as a protective colloid. The synthetic resin is preferably a styrene-(meth) acrylic acid ester copolymer or a (meth)acrylic acid ester copolymer. In addition, the amount of the water-soluble or water-dispersible polyester is preferably in the range of 2 to 50% by mass, based on the amount of the synthetic resin. The aqueous paving binder composition of the present invention does not generate odors in paving work, is environmentally friendly, and is excellent in abrasion resistance and water resistance.
