The present invention relates to a system, a method, and a program for determining the location of a shuttle by using a mobile terminal. The system for deciding the location of a shuttle includes: a shuttle bus short-range communication target in which shuttle bus information is stored and which is equipped in a shuttle bus having at least one driving route; a passenger mobile terminal owned by a passenger, which receives the shuttle bus information by the short-range communication of the shuttle bus short-range communication target and passenger information is stored in; and a server receiving the shuttle bus information and the passenger information in the passenger mobile terminal. In the server, the location information of the shuttle bus is determined based on the shuttle bus information and the passenger information. Therefore, the location information of the shuttle bus can be obtained without an installation of a terminal in the shuttle bus for wireless communications with a central server or a receiver at bus stop.
