Embodiments of the present invention provide a method for transmitting a small data packet, a base station, and a user equipment. The method comprises: a base station receiving a radio resource control (RRC) connection request sent by a user equipment, the RRC connection request comprising first instruction information, and the first instruction information being used for instructing the base station to transmit a small data packet; the base station sending an RRC connection establishment message to the user equipment, the RRC connection establishment message carrying configuration information of a first radio bearer (RB) allocated for transmitting an RRC message and configuration information of a second radio bearer (RB) allocated for transmitting the small data packet, the second RB being a second RB established, according to the first instruction, for transmitting the small data packet, and the configuration of the second RB being used for providing a parameter for establishing the second RB by the user equipment; the base station receiving an RRC establishment completion message sent by the user equipment through the first RB; and the base station transmitting the small data packet with the user equipment through the second RB. |
