PROBLEM TO BE SOLVED: To provide a heat exchanger and an air conditioning device capable of suppressing drift of a refrigerant even when it is used under a condition that a circulation amount is changed.SOLUTION: A plurality of flat porous pipes 21b, 121b are connected to positions of different heights of a first internal space 23a of a folding-back header collection pipe 23 of an outdoor heat exchanger 20. A loop structure including a first partitioning plate 51, a first inflow port 41x for raising a refrigerant in a first outflow space 51a, a first upper communication path 51x and a first lower communication path 51y, is applied to the first internal space 23a. A first outflow space 51a, a first loop space 51b, a first inflow space 61b and a first raising space 61a are defined by a first current plate 41, a first partitioning plate 51, and a first blocking plate 61. A refrigerant path of the flat pipe 121b connected to the first inflow space 61b, and a lower communication port 61x connecting the first inflow space 61b and the first raising space 61a are disposed while not overlapped to each other. |
